This is the constantly rotating part of the Clutch. Adjusting spring rotation determines it's pressure against the friction disc. To ensure proper operation, the friction surface on this plate must be completely flat, and the opening must screw neatly onto the worm. You can check these by looking for air gaps when you set the plate on a flat surface and when you stack it with another plate.
